SQL Server 2025 Core Licensing model is per CPU Core and is independent of the number of users. While there are natural limitations to the number of users per core, it is not part of the licensing model. You could run 2 users, 2000 users, or any number of unlimited users with the Core Licensing model. Each license is for 2 Cores. Please check the number of cores in your CPUs to determine the correct number to purchase. For illustrative purposes only, if a VM is configured with 4 virtual cores, you would need to purchase two 2-core licenses (covering 4 total cores).
